Harbor Management Commission
MINUTES – September 1, 2006

1.        Call to order
          Chairman Ray Collins called the regular scheduled meeting of the Old Saybook   Harbor Management Commission to order at 7:30 p.m.

2.         Roll Call

3.         Citizens With Business Before the Commission
           Harold Bloch attended the meeting to explain why his boat would not be on its mooring                for 50% of the time due to health related issues and engine issues.    

4.         Minutes of previous meeting- August 14, 2006

MOTION – DICK GODUTI MOVED TO APPROVE THE MINUTES OF AUGUST
14, 2006, GINA STILLMAN SECONDED; ONE CORRECTION: ROSS BYRNE IS SECRETARY
5-0-0 MOTION APPROVED

5.         Harbor Management Plan update
Lower River Group update - no report Ross Byrne will submit to the Lower River   Group a copy of the dock standards that Old Saybrook has informally submitted to DEP.
South Cove Report – still trying to organize a special meeting with chairman of South Cove committee

6.      North Cove
        Dredge update – no update
50% requests:
Harold Bloch- attended meeting with explanation
Jeb Embree – letter re explanation
Brendon Montano – letter re: explanation

Parking sticker – design will be followed up on for spring

7.          Ferry Road Dock
COP for raising level of parking lot – Approval was received from the Army Corp; we   have until 2011 to do the work with a one-year extension available. Waiting for DEP approval

Immediate dock repair plan update- discuss under new business with setting of fees.

8.          Harbor Master Report

Earl Endrich received a call that a buoy in North Cove parted its anchor, Jim Mitchell located it but it was not fixable. New buoys are $ 900 a piece. A gentleman has four used buoys we can purchase for $ 400.  One has already been put in place.  
      Earl Endrich suggested we purchase the buoys for current and future needs.
      Jim Mitchell suggested that we place a red buoy at the entrance, and the existing red buoy is in bad shape and needs replacement.

MOTION – ROSS MOVED TO PURCHASE THE FOUR USED BUOYS (THREE RED AND ONE GREEN) WITH THE ANTICIPATION OF RECEIVING ONE FREE. DICK GODUTI SECONDED   
5-0-0 MOTION APPROVED UNANIMOUSLY

Deputy Harbor Master – Jim Mitchell will receive a form in the mail to complete to be     appointed Deputy Harbor Master, Jim Fredrickson and Ross Byrne will be added as two other applicants.

Ross Byrne would like to have a written job description.

9.          Dock Master Report
Clothesline marina proposal was reviewed. Discussion about setting priorities, The clothesline proposal will be added to next month’s agenda

Jim Mitchell last month submitted a memo to the town crew with respect to repairs that need to be made.

MOTION – ROSS BYRNE MOVED THAT THE COMMISSION DECIDED
THAT THE PRELIMINARY DRAWING PRESENTED BY JIM MITCHELL IS THE DIRECTION THE COMMISSION WOULD LIKE TO MOVE PETE SECONDED  
5-0-0 MOTION APPROVED

The clerk will send letters to those folks who did not meet the 50%

            A trashed zodiac is located down at the town dock. Jim Mitchell filed a found property report with the police department. It can be stored at the town garage. For a period of time.

10.      Correspondence
            Clean vessel act letter from DEP
          
11.      Certificate of permission
            Dock proposal violates riparian rights at the corner of the dock, goes almost halfway to the                   channel, (should be asked to stay in the 18% of the channel) (exceeds 3/16’as of the channel)

MOTION- DICK GODUTI MOVED THAT THE HMC SEND A LETTER TO THE DEP COMMENTING THAT THE DOCK AND ATTACHED VESSEL AS PROPOSED APPEARS TO EXCEED 3/16” OF THE MEAN LOW WATER WATERWAY WIDTH AND SEEMS TO IMPINGE ON THE ADJACENT LANDOWNERS RIPARIAN RIGHTS. GINA STILLMAN SECONDED.  DICK MOVED THE MOTION
            4-0-1 ROSS BYRNE ABSTAINED

             Jim Mitchell was asked by Dick Goduti to contact Jaxson Vibber - Fishers Island Sound Contractors of New London and the “guy from Clinton” to get bids to remove the moorings from North Cove

12.       Old Business
Fees for Ferry Dock
400 shallow slip
500 deep slip with a 50% discount provided to commercial fisherman
North Cove 200 mooring 100 tackle 25 inspection fee,
$50 in the flats, outside the river
$25 at the clothesline

MOTION- DICK GODUTI MOVED TO APPROVE THE FEES AS PRESENTED, USING THE TAX EXEMPT CERTIFICATE AS THE   CRITERIA FOR THE 50% SLIP DISCOUNT GINA STILLMAN SECONDED
3-2-0 ROSS BYRNE & PETE FREDRICKSON OPPOSED

Update regarding proposed ordinances – Michael Cronin will have something a week prior to the next meeting

The clerk will send a letter to Sal Mannuchia requiring payment for the moorings placed                                   without permits.

             Draft of Ordinances update- The commission reviewed the notes from the subcommittee meeting with Michael Cronin. Mr. Cronin will be invited to a special meeting in October to review the draft ordinances with the Commission.

14.       Payment of Invoices
$1800 – Gilman Company for buoys
$140 Olsen Sanitation – August portalets
$32.51 – Jim Mitchell – reimbursement office supplies
                   $300 – clerk salary

               GINA STILLMAN SECONDED
              5-0-0 MOTION APPROVED UNANIMOUSLY

15.          Adjournment
